The method includes acquiring data values of multiplewater quality monitoring indexes of a to-be-measured water environment, wherein the number of the acquired data values of each water quality monitoring index is plural and at least one among the water quality monitoring indexes is TP; selecting a plurality of water quality monitoring indexes from the water quality monitoring indexes except TP and forming the data values of the selected water quality monitoring indexes into a data sample set, dividing the data sample set into a training set and a testing set, training the training set by utilizing a fuzzy neural network algorithm and acquiringa TP soft measurement model; utilizing the testing set to test the TP soft measurement model and acquiring a testing result; repeating model establishment and model testing until an acquired testingresult meets preset conditions, and taking the TP soft measurement model meeting the preset conditions as the final soft measurement model. The obtained model is accurate in predication results and reduces the TP water quality soft measurement and predication cost.
