The controller collects location, speed and working channel information of the vehicular APs, responds to a query request of the mobile device, calculates expected throughput between the vehicular APs and the mobile device according to a throughput model, and provides a candidate vehicular AP list, the expected throughput and expected communication time for the mobile device. The mobile device selects the suitable vehicular AP for connection according to the candidate vehicular AP list, the expected throughput and the expected communication time. A video client adjusts a video request bit rate according to expected average throughput of the connected vehicular AP.
