The device comprises a light generation device, a photometer, a photovoltaic cell panel, a maximum power tracking circuit and a maximum power tracking MCU, and can provide different illumination intensities and measure the maximum power of the photovoltaic cell panel so as to obtain a photovoltaic generation power output decrement rate in the dust stratification condition. The estimation method employs a harmonic neural network to establish a prediction model of the photovoltaic generation power output decrement rate and employs the model to perform estimation of the photovoltaic generation power output decrement rate in the dust stratification condition on the basis of construction of a lot of actual sample data of an aerosol optical depth aggregate value, a relative humidity aggregate value, the illumination intensities and the photovoltaic generation power output decrement rate.
