By utilizing the characteristic of an inductor coil to prevent the current from being abruptly changed, the high-frequency current flowing through the inductor coil is reduced, thereby reducing the leakage ground current. The inductor coil is connected in series with a Rogowski coil. By means of the function of the Rogowski coil for acquiring the high-frequency current signal, the high-frequency current waveform is recorded. Further, the Rogowski coil has a certain capability of suppressing overvoltage, suppresses an overvoltage rise inside the distribution transformer together with the inductor coil connected in series, thereby protecting the distribution transformer against lightning stroke.
