The method comprises the following steps that: liquid level information of an oily water tank in an oily water receiving ship is collected in real time; data processing is carried out on the collected liquid level information, and the receiving behavior and the discharging behavior of oily water are automatically identified based on the liquid level change of the oily water tank; when the oily water receiving behavior is identified, the compliance of the oily water receiving behavior is automatically identified by adopting a spatial proximity method based on the distance between the oily water receiving ship and the nearest ship and the declaration information of the nearest ship; and whenthe discharging behavior of the oily water is identified, the compliance of the oily water discharging behavior is automatically identified by adopting a spatial proximity method based on the distance between the oily water receiving ship and the nearest ashore wharf and the operation record of the nearest ashore wharf.
