The device comprises an absorption tower, a fresh water tank, an NaOH solution storage box, a circulating liquid treatment box and a waste liquid treatment box, wherein the front end of an exhaust pipe of the diesel engine is communicated with the side at the lower part of an absorption tower by a waste gas inlet pipeline; the tail end of the exhaust pipe of the diesel engine is communicated with the top of the absorption tower by a waste gas outlet pipeline; the fresh water tank is communicated with the absorption tower, the waste liquid treatment box and the circulating liquid treatment box respectively; the NaOH solution storage box is communicated with the circulating liquid treatment box and the waste liquid treatment box respectively; the lower end of the absorption tower is communicated with the circulating liquid treatment box by a circulating liquid pipeline; the circulating liquid treatment box is communicated with the absorption tower respectively by a high-temperature spray pipeline and a low-temperature spray pipeline; the circulating liquid treatment box is also communicated with the waste liquid treatment box by a waste liquid discharge pipeline; the waste liquid treatment box is communicated with an oil stain storage box, a waste liquid storage box and an outside environment respectively; the waste liquid treatment box and the waste liquid storage box are respectively communicated with the waste liquid discharge pipeline.
