The device comprises a central tube and an outer tube, wherein the outside of the central tube is sleeved with the outer tube; an annular space is formed between the outer tube and the central tube to form an annular space channel; the central tube is provided with at least one mounting window; a water-controlling and oil-increasing mechanism is arranged on the mounting window; and fluid flows into the outer tube, then flows into the water-controlling and oil-increasing mechanism from the annularspace channel, and finally flows into the central tube from the water-controlling and oil-increasing mechanism. According to the water-controlling and oil-increasing device and method, the flow resistance of the device can be adjusted automatically according to the fluid property, i.e., when the water content is relatively low, the device has certain resistance to the fluid, so that the influencesof the end effect and the reservoir heterogeneity can be counteracted, and balanced advancement of a production section is achieved; and along with the increase of the water content, the flow resistance of the water-controlling device is improved remarkably, the flow of a water exit interval is restrained remarkably; and the long-term stable production of an oil-gas well is ensured.
