The method comprises the following steps: calculating coupling object similarity among scientific and technological resources by utilizing a user-scientific and technological resource scoring matrix; constructing a regularization item containing science and technology resource attribute information; processing the regular term by using a matrix decomposition algorithm, and constructing a loss function of a scoring model; optimizing the loss function according to a stochastic gradient descent method to respectively solve an optimal target user hidden feature matrix and an optimal scientific and technological resource hidden feature matrix; calculating score values of the target user for different science and technology resources by utilizing the scoring model; and taking the first N scientific and technological resources with the highestscore value as a recommendation set of the target user and outputting the recommendation set. According to the method, a coupling similarity measurement method is used to accurately describe the nonlinear relationship between the scientific and technological resources, the association relationship between the scientific and technological resources can be more comprehensively captured, and the accuracy of the scoring model is comprehensively improved by adopting the overall structure and the local information.
