Provided is an oil-in-water type emulsion sunscreen cosmetic which is capable of achieving a high SPF by incorporating a large amount of a hydrophobized ultraviolet scattering agent into an oil phase, while having excellent emulsion stability and feeling of use. This cosmetic is characterized by containing (A) 0.05-1% by mass of a water-soluble alkyl-substituted polysaccharide derivative, (B) a hydrophobized ultraviolet scattering agent, and (C) an ionic surfactant, the (B) hydrophobized ultraviolet scattering agent being dispersed in an oil phase.
