The process includes the steps that wastewater is fed into an acid-base regulation pond to be subjected to acid-base regulation treatment, the wastewater where acid-base regulation is performed is conveyed into a coagulation pond to be subjected to coagulation treatment, and the wastewater where coagulation is performed is pre-treated through a suction filtration device of a flow guiding groove and then is fed into a biochemical pond to be subjected to biochemical treatment. Before acid-base regulation treatment, the process further includes advection deslagging sand setting mud setting treatment for treating particle matter and suspended matter, advanced treatment is performed after biochemical treatment and sequentially comprises forward sedimentation treatment and reverse sedimentation treatment, and residues obtained after advanced treatment are subjected to residue treatment. The advantages of energy conservation, environmental protection, high wastewater treatment efficiency and cyclic utilization are achieved through the process. The process is extremely low in running cost which is only 60-70% that of a traditional treatment method and is 1/5 of membrane treatment cost, the quality of treated water is not inferior to the quality of water treated by a membrane, and the reuse rate of the treated water is higher than that of the water treated by the membrane.
