The method comprises the following steps: passing through the pretreated municipal sewage, flowing across the spirogyra-biological film system, ensuring that the hydraulic detention period in the spirogyra-biological film system is 2 to 7 days and finally finishing removing and recovering the phosphorous and the nitrogen in the municipal sewage. The method has strong removal capacity for the nitrogen and the phosphorous in the sewage and convenient operation, facilitates the deep treatment of the sewage, and reduces 60 to 70 percent of sewage treatment cost; and meanwhile, the spirogyra enriched with the nitrogen and the phosphorous can be used as fertilizers and can generate good economic benefit.
