The telephone agent device comprises a telephone module, a VoIP client module and a control module, wherein the telephone module is controlled by the control module and is used for transferring information between a telephone network and the control module; the VoIP client module is controlled by the control module and is used for transferring the information between the control module and a VoIP server; and the control module is used for controlling the telephone module and the VoIP client module to finish the setup, the maintenance and the release of a communication link and transferring the information between thetelephone module and the VoIP client module. The telephone agent device has the advantages of simple structure and low acquisition cost, and is easy in implementation. The invention also discloses two call answering methods for dialing an international call interiorly and an international roaming call for users by means of the telephone agent device, and the communication cost generated by the methods is equivalent to the local communication cost.
