The method includes the following steps: from network selection strategy information stored in an Access Network Discovery and Selection Function (ANDSF) agent unit, the network selection strategy information corresponding to a User Equipment (UE) is obtained, wherein the network selection strategy information includes information of an access network that the UE could preferably select; from access network discovery information stored in the ANDSF agent unit, the access network discovery information corresponding to the UE is obtained, wherein the access network discovery information is obtained from a radio control device in the access network, and the access network discovery information is used for access network discovery and selection; and according to the network selection strategy information and said access network discovery information, the suitable access network is selected as the target access network of the UE.
