The invention relates to a device for a catalytic denitration reaction by preheating waste incineration flue gas, which comprises a housing; a flue gas inlet is disposed at the lower end of the housing; a clean flue gas outlet is disposed at the upper end of the housing; a gas flow channel is disposed inside the housing; a catalytic reaction unit and a particle removing device are orderly disposed in the gas flow channel from top to bottom; a preheating unit is disposed at the flue gas inlet; the preheating unit comprises a heater and a preheating bed layer disposed above the heater; the preheating bed layer comprises a preheating bed; a preheating bed material is disposed on the preheating bed, can be fluidized when flue gas passes through the preheating bed, and can exchange heat with the flue gas; during operation, flue gas which is heated by the heater and is to enter the catalytic reaction unit for reaction firstly passes through the preheating bed layer and allows the preheating bed material on the preheating bed layer to be fluidized, so the flue gas nonuniformly heated in the heater is fully mixed to become isothermal, which solves the problem of low denitration efficiency caused by nonuniform flue gas preheating for current denitration reaction towers.
