The operator network switching method comprises the steps that: an intelligent card receives a network switching request from an IOT ((Internal of Things) device, wherein the network switching request carries an available network information list comprising network information of at least one currently available network; and the intelligent card determines an available network based on the available network information list, and activates the user signing information of an operator corresponding to the available network so as to enable the IOT device to access the available network based on the user signing information, wherein user signing information corresponding to at least two operators are stored in the intelligent card. According to the operator network switching method and device provided by the invention, automatic switching of an IOT terminal among different operator networks can be realized, and continuity of IOT service is ensured.
