The method and the device are used for overcoming problems that after node devices in a radio access network is reset or restarted, a transmitted RIM receiving message is discarded by an opposite end device, and thus current RIM information fails to be received. The method comprises: a first device is reset or restarted, and a first message for acquiring a radio access network information management RIM information is generated, and the first message takes along a first RIM identification number or a reset mark; the first message is transmitted to a second device, and then the second device determines whether the first message is to be resolved according to the first RIM identification number or the reset mark; and RIM information transmitted by the second device is received, and the second device resolves the first message to form the RIM information and transmits the RIM information according to the first message.
