The method comprises: for each of N continuous first time periods, first historical data collected by first front-end equipment at the first time periods and second historical data collected by second front-end equipment at the first time periods are obtained, first average speeds of each vehicle passing through a monitoring road section within the first time periods are determined by using the first historical data and the second historical data; a first average speed in a specific speed zone is screened out of the first average speeds of each vehicle and second average speeds of the first time periods are calculated by using the first average speeds in the specific speed zones; with the second average speeds corresponding to the N first time periods, third average speeds corresponding to second time periods are calculated; and then a free flow speed is calculated by using the third average speeds corresponding to second time periods.
