The method comprises the following steps that an SCD (Substation Configuration Description) file of a substation is imported into a simulation program; the simulation program sends all action messages in the substation to a telemechanical apparatus and a monitoring background at a scheduled time interval in sequence according to a content of the SCD file; the monitoring background records all received action messages; an analog master station records all received action messages forwarded by the telemechanical apparatus; and all action messages recorded by the monitoring background and all action messages recorded by the analog master station are compared by utilizing a scheduling information table of the substation. The method does not need to complete construction of a communication channel between the substation and the master station and interactively carry out work with the master station and only needs to construct a simulation environment in the substation; the regulation and control information is checked by utilizing an automated tool and means, so that the working efficiency for checking the regulation and control information is improved.
