The method comprises the following steps that a P-GW reports wireless congestion information of a base station to PCRF equipment; the PCRF equipment acquires a network access and switching strategy corresponding to a congestion severity according to the congestion severity corresponding to the received wireless congestion information of the base station, wherein the strategy includes a user signing level, a position and time information about whether to allow accessing an assigned network and a user signing level, a service type, a position and time information needing to be switched from the assigned network to the other network; according to the network access and switching strategy, if a user flow needs to be switched to the other network from the assigned network, an offline notification message of cutting off assigned network connection of the user is sent to the P-GW; the P-GW sends a bearing deletion request to a S-GW; the S-GW forwards the bearing deletion request to a MME; and the MME makes the user terminal of the user initiate a network switching process.
