The system comprises a question extracting module, a random arrangement module, an examination paper customizing module and an analyzing module. The question extracting module extracts questions according to different requirements for service studying and examination. The random arrangement module performs random sequencing on question titles and options which correspond with the titles. The examination paper customizing module performs customizing on the randomly sequenced questions, generating the examination paper, buffering current examination information of a user and transmitting the current examination information to the analyzing module after examination is finished. The analyzing module is used for acquiring examination index data, receiving the current examination information which is transmitted from the examination paper customizing module, obtaining an examination result and obtaining an examination result according to the examination index data. According to the system of the invention, on the condition that the same examination paper is customized for examinees, the questions and the options are randomly arranged, thereby realizing a cheat preventing function, ensuring high fairness in examination, and maximally improving mastering of knowledge points by service personnel in a training process and an examination process.
