The constant-temperature maintaining and bait refrigerating device comprises a first temperature sensing element and a second temperature sensing element, wherein the first temperature sensing element and the second temperature sensing element are used for respectively measuring the water temperature in the fish tank and the temperature of a cold plate; the input end of a controller is connected with a power source, the temperature sensing elements and a control panel, and the output end of the controller is connected with a temperature display screen, a thermopile, a water supply bypass adjusting valve and a fan; the control panel is used for setting an upper limit value and a lower limit value of the water temperature of the fish tank and the temperature of the cold plate; the controller is used for adjusting the current size of the thermopile, the opening degree of the water supply bypass valve, the rotation speed of the fan and a water cooling and air cooling switching mode.
