According to the method for allocating the resources in the V2X network and the terminal, the terminal carries the service periodic attribute information by utilizing the control unit of the media access control layer that transmits the feature report, so that the base station can learn whether the service of the UE has periodicity and a corresponding periodic interval, therefore, the base station can adopt the semi-persistent scheduling method for allocating resources on a PC 5 interface to the UE according to the periodic interval reported by the UE, the overhead of a control channel is greatly saved, and the transmission delay of the periodic service is reduced indirectly.
