The method comprises the following steps: 1) a capacitor device and an earth switch are connected in parallel between the three phases of the line of a distribution line outgoing breaker and the ground; a line charges a capacitor connected in parallel with the capacitor device when normal operation, the parallel capacitor is disconnected from the line after the charging is completed, and the earth switch is always located in an opening state when the earth switch is normal; and 2) after distribution line faults cause three-phase tripping of the outgoing breaker, different paralleled capacitors are selected according to different fault types are input and cooperated with the motion of the earth switch after a setting time, and it is determined that the fault property is a temporary fault or a permanent fault according to the voltage changing features within a period of time after the capacitors are input.
