The method comprises the steps that self-operated type flow control valves are installed for users in the heat supply regions below the heat exchange stations; the self-operated type flow control valves are adjusted according to resident indoor temperature target values, and the initial flow of each user is set; movable type temperature sensors are installed for heat supply typical users, and the indoor temperature is automatically monitored; the initial flow of the self-operated type flow control valve of each typical user is adjusted according to the difference between the temperature of the typical user and the target temperature, and therefore the resident indoor temperature can be same or similar; and circulating water pumps and heating equipment are improved, a heat supply running medium adjustment curve is set, and the supply water temperature is controlled according to the heat supply running medium adjustment curve. By the adoption of the novel hydraulic balance heat supply method, the hydraulic balance of the primary networks of the heat exchange stations can be achieved, the purpose that the resident indoor temperature of all heat supply users in the heat supply regions is same or similar is achieved, the user complaint rate is reduced, and the energy is substantially saved.
