The method comprises the following steps: LDPC coding the source symbols; and then initializing the on-line fountain code encoder and decoder; an on-line fountain code encoder generates a first kind of on-line fountain code encoding packet and sends the encoded packet to a receiving end via a channel. An on-line fountain code decoder receives and processes the first kind of on-line fountain code coding symbols. After the feedback of the decoding of the first kind of on-line fountain code, the second kind of on-line fountain code coding symbol is generated and sent to the receiving end for processing, and the feedback afterthe decoding is finished; a third type of on-line fountain code encoding symbol is generated and sent to the receiving end for processing, and the decoded LDPC code encoding symbol is decoded by LDPC. The method has the characteristics of adaptive rate change and reduces the system overhead.
