The system comprises aCOFDM encoder, an up-converter, a power divider, an III waveband filter, an L waveband frequency conversion module, a power amplifier and a transmitting antenna; the L waveband frequency conversion module comprises a low-noise amplifier, a phase-locked loop frequency source part, a direct up-conversion module and an L waveband pass filter; and the phase-locked loop frequency source part comprisesa constant-temperature crystal oscillator and a PLL. In the L waveband frequency conversion module, an III waveband signal is amplified by the low-noise amplifier and then is connected into the directup-conversion part, meanwhile, a local oscillator signal is connected into the direct up-conversion part, and the III waveband signal and the local oscillator signal are subjected to frequency mixingon the direct up-conversion part; and a frequency mixing signal is connected into the L waveband pass filter for carrying out filtering.
