According to the method, a dynamic load transportation risk assessment model considering the vehicle type and the parking time is provided by fully considering the transportation vehicle type, the transportation load, the transportation road information, the population distribution and the hazardous chemical substance information, and a multi-objective optimization model for planning a heterogeneous hazardous chemical substance transportation path with a time window is constructed.
