Abstract

The invention relates to a system for allocating resource in a communication system. A handover control subsystem (401) comprises a distribution profile processor (401) determining a distribution profile for a plurality of resource categories. Specifically, a preferred probability for handing over to different frequency bands is determined in response to mobile capabilities, cell loading and otheroperational conditions. The handover control subsystem (400) further comprises a random number generator (403) for determining a stochastic value for a subscriber unit. A handover controller (409) alocates a resource from the categories of resources dependent on a preferred category selected from the distribution profile and the random number. Thereby a distribution of resources associated with the distribution profile is obtained. The invention is particularly applicable to cellular communication systems such as GSM or UMTS.
