FIELD OF THE APPLICATION [0001] The present application relates to metered dispensing devices and, in particular, to a dispensing device for dispensing a metered quantity of liquid for use in topical applications. BACKGROUND [0002] There are a number of dispensers for liquids and powders that attempt to provide a measured or metered quantity of the liquid or powder. Typical dispensers fit into the neck or mouth of a bottle or other container and feature an elongate tube connected to an inverted cup near the bottom of the container.
