This invention primarily addresses the problems of high dielectric constant, poor toughness, and poor interlaminar shear strength in existing bismaleimide resins. In this invention, the dielectric properties and toughness are improved by reacting the end-capping groups in the liquid rubber with the bismaleimide resin, while maintaining the mechanical properties and heat resistance essentially unchanged.
