According to the method, if no standby system exists, the host system enters a host operating status without the standby system and handles all services which demand treatment by the host-standby system and carries out monitoring; if the standby system exists, the host-system leaves services with low priority and secondary services to the standby system, sends and receives synchronous configuration data to and from the standby system at the real time, and only handles services with high priority and carries out monitoring; the standby-system receives the synchronous configuration data at the real time and replaces the host system to handle the services with low priority and the secondary services.
