The method for controlling the quality of service comprises the following steps: receiving a service request; authorizing the service request and making a policy decision for the service request so as to decide a policy rule of the quality of service corresponding to a service required by the service request; and sending the policy rule of the quality of service corresponding to the service request to a home gateway which distributes service quality resources to the service. The embodiment of the invention solves the problem of controlling the dynamic quality of service of a home network.
