Web service relation networks are used for the service discovery based on semantic meanings and the combination of semi-automatic or automatic service combination. The services to be processed by the web service relation networks come from submitted services and acquired services of the web service relation networks, wherein the submitted services passively receive service registration requests, extract information and send the information to the web service relation networks, the acquired services comprise descriptive files which actively acquire services through web crawler technology, the descriptive files are added to the web service relation networks through service registration interfaces, composite services which are automatically acquired are described according to functions of a user, and the composite services are sent to the web service relation networks through service registration. The web service relation network system based on semantic meanings is more convenient for the release of web services, the service discovery based on semantic meanings and the semi-automatic or automatic service combination, can expand descriptive languages of different services and can be compatible with the descriptive languages, organizes available web services into an ecological service system and improves the operation of services by means of relation among services, such as automatic combination, searching, maintenance, and the like.
