The device includes: a decision executing module, for processing a hard decision to a quadrature amplitude modulation data in first and second data blocks received in each of a plurality of code channels to obtain a quadrature phase shift keying data corresponding to the quadrature amplitude modulation data; a multiplication executing module, configured to obtain non-phase-modulation data corresponding to the quadrature amplitude modulation data by multiplying a conjugation of the quadrature phase shift keying data with the quadrature amplitude modulation data; a difference obtaining module, configured to obtain the difference between the first and second data blocks received in each of a plurality of code channels by using the non-phase-modulation data corresponding to the quadrature amplitude modulation data; and a frequency deviation estimating module, configured to estimate the frequency deviation between the data sender and receiver by using the difference between the first and second data blocks received in each of a plurality of code channels.
