The invention can realize hybrid application of the mobile phone intelligent cards and the common IC systems, and when using the mobile phoneintelligent cards, the users can realize door opening, consuming and signing in by swiping the cards in the mobile phones without carrying another IC card and can realize air charge by telephone or short messages without going to the management control center when needing to charge the mobile phones.
