The system provided by the invention comprises a mobile phone (1) of each customer, an RF-SIM card (2) arranged in the mobile phone (1), a bank card (3) account of each customer at an issuing bank (7), a 3G (3rd Generation) collection terminal (4) of each merchant, a bank account of each merchant at an acquiring bank (8), a mobile phone network (5) and a payment center (6), wherein the RF-SIM card (2) has the function of a common SIM card, and the RF-SIM card (2) is also provided with a short-range radio communication element, an E-wallet for paying for small amounts and an unique card number. The system and the method are suitable for paying for different prices; during paying for the small amounts, the money is directly received by the E-wallet in the RF-SIM card (2); but the large sum of money is directly received from the bank card of the customer; and before transferring the money, the customer inputs a password and confirms via the mobile phone (1), which is absolutely safe and reliable.
