The device comprises a preheating device, a hoisting machine, a heating device, a heating disk, a rotary drum and the like which are connected, wherein the disk is a direct-heating type disk; the rotary drum is a direct-heating type rotary drum the inclined angle of which can beadjustable; the disk and the rotary drum are externally connected with a material inlet and a material outlet respectively; a resin spraying tube is arranged above the disk surface of the disk; and the resin spraying tube is connected with a resin metering and spraying device. A material is preheated and then enters into the disk for polishing and pre-spraying; then the discharged material entersinto the drum, wherein a curing agent spraying tube is arranged at the material inlet end of the drum and connected with a curing agent metering and spraying device; and the material is sprayed by a curing agent in the drum and cured and then discharged and packaged.
