The method comprises a step of: establishing an application layer multicast tree serving as a main broadcast route from one media source to a plurality of multimedia telephone terminals, wherein the media source is a root node of the multicast tree; partial or all tree nodes of the multicast tree are super tree nodes; the super tree nodes and one or more nodes which are the same as an internal network of the super tree nodes form a partnership; and nodes in the partnership communicate with one another in the partnership by adopting a P2P mode. The terminal which requests service is preferentially added into the partnership of the super tree node which is the same as the internal networkof the terminal or preferentially constructs a new partnership with a tree node which is the same as the internal network of the terminal and serves as the super tree node; and a system based on the method provides a support for implementing the method in software and hardware aspects. By adopting the method or the system, the network routing efficiency can be improved and the pressure on a backbone network can be relieved; and the method is a feasible P2P multimedia broadcast scheme which has high economy and high comprehensive broadcast performance and is easy to popularize and apply.
