The method comprises the following steps that: the access terminal photoelectric transceiver modulates data downloaded by an access terminal router on LED lights of the LED lamp set at a data rate that is greater than 1M bps; and the user terminal photoelectric transceiver receives the modulated LED lights that are sent by the LED lamp set and then the modulated LED lights are converted into ones with a level form and frequency, wherein the level form and the frequency can be accepted by a user terminal router. According to the invention, the method has the following beneficial effects that: data transmission as well as illumination and energy conservation can be realized simultaneously; because light waves are employed to carry out data transmission, there is no electromagnetic interference of radio frequency; because the light waves can not penetrate a wall, security of data transmission is strong; and no precious radio frequency resources are occupied, so that there is no need to apply for a frequency license.
