The device comprises a normally closed contact of a relay JD1 which is in series with a closing coil HD in a divide-shut circuit of a switch, and partial pressure sampling circuits, inverse circuits and a controlling protection circuit which are in series connection to control the on-off of the normally closed contact point of the relay JD1. wherein one of the two partial pressure sampling circuits is connected with the closing coil HD in the divide-shut circuit of the switch, the other is connected with an opening coil TQ in a closing circuit; the two inverse circuits are respectively connected with the two partial pressure sampling circuits and are used to transfer the output voltage of the closing circuit into the voltage capable of being received by the controlling protection circuit; the controlling protection circuit is used to control the on and off of the relay JD1 according to the collected voltage and preset time of the two partial pressure sampling circuits.
