The method comprises the following steps of: receiving a base station uplink message which is sent from user port function (UPE) equipment of a user side service provider edge through a transmission tunnel, wherein the uplink message carries a base station internet protocol (IP) address and a transmission tunnel identifier; according to the transmission tunnel, building the mapping relationship of the base station IP address and the transmission tunnel identifier; and according to the mapping relationship, sending the downlink service message to the UPE equipment through the transmission tunnel, wherein the target IP address of the downlink service message is the base station IP address. According to the embodiment, the mapping relationship of the base station IP address and the transmission tunnel identifier according to the uplink message variations of a base station, the downlink service message is sent to the UPE equipment according to the mapping relationship, the service message does not need to be transmitted through a virtual local area network (VLAN), so that the coupling of the VLAN and a wireless VLAN can be relieved, thus, the coordination workload among different equipment can be reduced, and the network can be conveniently adjusted.
