The encryption unit is used for encrypting the video data reaching the preset threshold value. The load data information loading unit is used for adding effective load data information on the head portion of the encrypted video data. The transmitter is used for sending the encrypted video data which is loaded with the effective load data information to the plurality of receivers in a time synchronization mode. The video transmission device has the advantages that the quality of the video is guaranteed by setting of the quality threshold value, and the problem of live transmission of the video data is solved through the synchronous transmission time.
