The system is composed of a first main road detector, a second main road detector, a third main road detector, a first entrance ramp detector, a second entrance ramp detector, a first exit ramp detector, a second exit ramp detector, a first entrance ramp indicating device, a second entrance ramp indicating device, and controllers. According to the invention, traffic flow conditions of different positions like an upstream and a downstream of a main road and the like and different entrance-exit ramps are detected; according the traffic flow conditions of the different positions, inlets of ramp demands at different ramps are dynamically adjusted by using the two controllers, thereby preventing traffic congestion of the main road. The provided system and the method have the following advantages: normal operation of the main road traffic can be ensured with the infeasible requirement; and the road congestion can be alleviated by adjusting the ramp demand under the feasible requirement.
