Resin glue used by the flame retardant impregnated paper impregnation and gluing contains amidinourea phosphate and ammonium octamolybdate. The impregnation process comprises impregnation on a raw paper according to an impregnation amount ratio of 50-80%. The drying process comprises carrying out two-stage drying on the impregnated paper subjected to the primary impregnation process at a temperature of less than or equal to 140 DEG C.
