Automatic authorization or manual authorization is performed according to judgment on the authorization manner of an optical network terminal; when the authorization manner is judged to the automatic authorization, a configuration terminal electrically connected with an OLT device is enabled to issue default configuration to the optical network terminal; when the authorization manner is judged to the manual authorization, the terminal information of the optical network terminal is added to a blacklist; the OLT device sends the trap message of the optical network terminal to the configuration terminal upon detecting the existence of unauthorized terminal information in the blacklist; the configuration terminal obtains the terminal information according to the received trap message and judges whether the terminal information exists in the configuration terminal; if the terminal information exists in the configuration terminal, the terminal information of the optical network terminal is added to a whitelist and configuration pre-stored in the configuration terminal and corresponding to the terminal information is issued. As a result, flexible and efficient configuration of the optical network terminal can be realized; besides, due to an automatic configuration function, overhigh technical requirements on engineers are reduced, and labor and maintenance costs are decrease.
