The method comprises the steps that: a message interception system intercepts an authentication failure message returned to a roaming destination MSC / VLR by an HLR in the heterogeneous network and forwards the authentication failure message to an international roaming service system; the international roaming service system requests a client resource management system to query whether the user has the opening qualification of international roaming service; if the user has the opening qualification of international roaming service, the client resource management system writes user authentication data of the user in the HLR; the roaming destination MSC / VLR initiates an authentication process of the user to the HLR again; after the authentication of the user is passed, the roaming destination MSC / VLR initiates a position registration request message to the HLR; a signaling interception system intercepts a position registration failure message returned by the HLR to the roaming destination MSC / VLR and forwards the position registration failure message to the international roaming service system; and the international roaming service system requests the client resource management system to open the international roaming service for the user.
