The dynamic control method comprises the steps of: acquiring a congestion index of each road at the road traffic intersection; regarding an average value of all congestion indexes greater than a first threshold value as a first congestion index of the road traffic intersection when the congestion indexes greater than the first threshold value exist; querying a road intersection state table to obtain a road sign of each road connected with the road traffic intersection; determining first and second main roads based on the obtained road signs; with regard to each of the first and second main roads, determining adjacent upstream and downstream intersections of a congested road traffic intersection on the main roads, and acquiring a second congestion index of the adjacent upstream intersection and a third congestion index of the adjacent downstream intersection; and controlling green light passing time of the congested road traffic intersection and the upstream and downstream intersections in the corresponding main road directions according to the obtained first, second and third congestion index as well as the road intersection state table.
