The method comprises the steps of receiving an idle spectrum request from a second system in a preset scenario; and selecting appropriate idle spectrum resources in a spectrum pool for the usage of the second system according to the demand parameters of the idle spectrum request. According to the technical scheme of the invention, the interaction process of the attempt to access idle spectrums is simplified, and the application range is wide. Meanwhile, the signaling overhead is reduced and the time delay is saved. The method and the device are especially suitable for processing bursty data streams, and improve the usage efficiency of idle spectrums.
