Embodiment (1

[0042] Application scenario: 7 bidders participate in the bidding of a certain engineering project at the same time. The engineering project is composed of several divisional bid sections, and each division needs to provide a separate bidding price. Specific steps are as follows:

[0043] Step 1) Calculate the base price:

[0044] Calculate the average value of the comprehensive unit price (the i-th item) of each bidder in the different sub-item project list items, and define the relative arithmetic average value as μ i : Represents the price baseline (base price) of the i-th item. Where p ij Represents the quotation of the j-th unit on the i-th project, N represents the total number of bidders, and θ represents the reduction coefficient, which is set by the reviewer according to the specific project conditions, and its value is usually 95% to 100%; therefore, the benchmark price is lower than average price.

[0045] Step 2) Calculate the deviation:

Embodiment (2

[0067] Application scenario: 8 bidders participate in the bidding of a certain engineering project at the same time. The engineering project is composed of several divisional bid sections, and each division needs to provide a separate bidding price. Specific steps are as follows:

[0068] Analyze the bid winning model, and avoid units with low reputation or suspected bid accompaniment according to the system's blacklist prompts. Then perform subsequent analysis. According to steps 1-7 of Example (1), it is difficult to determine the degree of relevance of two or more single quotations. Therefore, it is difficult to define multiple frequent item sets of the above-mentioned stringing unit set Φ. Therefore, step 10 needs to be constructed.

[0069] Step 10) Tendency law mining accompany bid unit:

[0070] Tendency law mining accompany bidders continue to analyze bid accompany behavior based on the regularity of individual quotations. The conventional bidding prices of various units ar...

Abstract

The invention relates to a method for intelligently analyzing collusive bidding and bid rigging behaviors. Algorithms such as correlation analysis, fuzzy inference and the like are used, probability of suspected bid rigging is calculated, a set of collusive bidding bidders is obtained via clustering and ordination operation, and auditors can be assisted in determining and analyzing collusive bidding and bid rigging behaviors in bidding processes. Three data analyzing models including a bid winner analyzing model, an accompanying bidding behavior analyzing model and a high risk company analyzing model are established via the method. The models put forward in the method are verified with bidding data of real projects, verification results show that work efficiency of auditors can be improved, and a reliable factual basis can be provided for the auditors to define suspected illegal behaviors in the bidding processes. An accurate, reliable, honest and valid bidding behavior system can be built for a bidding system; the bidding processes are enabled to be just, open and fair. The method has broad application prospects and is of great practical significance.

Description

Technical field [0001] The invention relates to the technical field of auditing bid-rigging and collusion behavior, and in particular to a method for analyzing bid-rigging and collusion behavior. Background technique [0002] The so-called bid rigging or collusion refers to the collusion between the bidders or the bidder and the bidding unit to obtain the bid by deception. After the bidding process is over, it is determined that the bidding project contract is signed by the winning bidder. In the bidding process that resulted in bid-rigging or collusion, it was suspected of colluding with the winning bidder. The purpose was to make the other participating and colluding units that signed the contract with the winning bidder be the bid-accompanying unit. It is called accompany bid behavior. [0003] The bidding activities in construction projects have always been the key supervision items of audit institutions. According to the statistical research of the Provincial Audit Departmen...
