Spectrums are priced through application of a Hotelling game model according to quality levels of idle spectrums. A spectrum pricing system model is established, and the idle spectrums of different quality levels form a spectrum pool and are divided into channels with equal widths for uniform sell. Secondary users select suitable channels for purchase and use from the spectrum pool according to own demands and spectrum use preferences. The preference demands of the secondary users are manly influenced by the spectrum quality and market estimation and are characterized by normal distribution. According to the method, the influences of different tendencies of a master system for the spectrums and economic benefits on spectrum pricing are analyzed. In the process, a dynamic game process between the master system and the secondary users is formed, the game process is modeled and analyzed through the Hotelling game model, and nash equilibrium is obtained.
